Siim Vahtrus is a counsel and one of the leading experts on environmental and spatial planning law in Estonia. During his more than 10 years of experience Siim has advised companies, individuals as well as the public sector in significant court cases, impactful transactions as well as day-to-day regulatory issues. His experiences include advising clients regarding large infrastructure projects (high-voltage transmission lines, railways) as well as renewable energy projects, quarries and mines, waste management facilities as well as residential and commercial properties.
Siim has co-authored several important legal publications, including the annotated version of the General Part of the Environmental Code Act, Guidance on the Strategic Environmental Assessment (SEA) as well as guidance on the planning of green infrastructure. Siim also co-authored the draft of the Industrial Emissions Act.
Siim received his MA in law (cum laude) at Tartu University in 2011 and during his Masters’ studies, also studied in Konstanz, Germany for a year, acquiring professional German skills. Before joining Ellex, Siim worked at another international law office.
