Legal insights at the traditional “Newsec” event: Lithuania opens the way for strategic investments

For several years, the “Newsec” event has gathered real estate and business community representatives to discuss market trends and legal changes affecting Lithuania’s investment climate. This year, we were also one of the event partners. 

This edition focused on legislative changes designed to accelerate strategic investments. Ellex Partner Olga Petroševičienė and Associate Ieva Badikonytė jointly delivered a presentation titled “Lithuania Opens the Door to Strategic Investments – Construction Without a Building Permit.” Their talk set out the practical implications of the amendments entering into force on 1 November. 

Under the new rules, certain strategic projects – notably in the defence and security sectors – may commence construction without a traditional building permit or even a notice of commencement, provided the project meets the threshold of EUR 1.448 million in investments and the creation of 20 jobs. This approach is intended to shorten lead times and reduce administrative hurdles for projects that are critical to national security and supply chain resilience.
