Kadri Matteus is an Associate Partner at Ellex in Estonia and one of the country’s most recognised and experienced public procurement lawyers. She heads the firm’s public procurement practice and advises clients on public law and administrative disputes.

Kadri has extensive experience advising both public and private sector clients. She has advised contracting authorities and businesses throughout the entire procurement process, from developing internal procurement procedures and conducting procurement proceedings to participating in tenders and representing clients in court proceedings. She also has first-hand experience working on the contracting authority side.

Public procurement increasingly involves competition law, regulatory matters, disputes, security considerations and strategic investments. Kadri advises contracting authorities in the public and utilities sectors, as well as businesses participating in major public tenders. She combines her public procurement expertise with the knowledge of specialists from other practice areas and Ellex’s pan-Baltic team.

Kadri Matteus has actively contributed to the development of public procurement law in Estonia. She is a co-author of the 2019 and 2025 annotated editions of the Estonian Public Procurement Act and runs the public procurement blog Riigihankeblogi and podcast Etapiviisiline Elu. She has been a member of the Board of the Estonian Bar Association since 2025.

Before joining Ellex, Kadri worked at another prominent Estonian law firm from 2013 to 2023 as an attorney-at-law and counsel. From 2023 to 2026, she ran her own law firm, focusing primarily on public procurement.
