Estonian government issues €1 billion in bonds

Ellex in Estonia advised the Republic of Estonia on the issuance of €1 billion in government bonds. The transaction confirms strong confidence from international investors and marks a meaningful step forward for the Estonian capital market.

The bonds, maturing in 2036, attracted robust demand, with subscriptions exceeding the offered volume by more than two times. The investor base consisted mainly of European banks, pension funds and investment funds, with a clear preference for long‑term holdings rather than short‑term trading.

Why this issuance stands out

For the first time, Estonian government bonds were issued under Estonian law, registered with the Estonian Central Securities Depository and listed on the Tallinn Stock Exchange.

This structural choice matters. It strengthens local market infrastructure and improves access to government securities for domestic investors, including retail investors. In practical terms, it brings sovereign funding closer to Estonia’s financial ecosystem – legally, operationally and strategically.
